Louis E. Baxter, Sr., M.D. is the President and CEO of the Professional Assistance Program of New Jersey, Inc., a nonprofit organization 501c3 organization that manages impaired healthcare professionals. He is currently the Addiction Medicine Consultant for the NJ Division of Mental Health and Addiction Services.

Dr. Baxter completed his undergraduate degrees in Biology (Premed) and American Civilization at the University of Pennsylvania. He earned his Medical Doctorate at Temple University School of Medicine. Dr. Baxter completed his Internship and residency training in Internal Medicine at UMDNJ Cooper Hospital University Medical Center. He sub-specialized in Addiction Medicine through training at Portsmouth Psychiatric Hospital. Dr. Baxter is an Assistant Clinical Professor of Medicine at Rutgers New Jersey Medical School in Newark, New Jersey. He is the Acting Program Director of the Addiction Medicine Fellowship at Howard University in Washington, D.C.

Dr. Baxter is Past President of the American Society of Addiction Medicine. He has served on a number of National Advisory Councils and Committees which include, SAMSHA, CSAT, NIDA, and the FDA. He is a member of many other medical organizations, including the American Medical Association, American College of Legal Medicine, and the American Board of Addiction Medicine.  He is also a consultant to the NFL, NBA, and U.S. Olympic Anti-doping Committee. He has many publications, articles, and textbook contributions. He is certified in Addiction Medicine by the American Society of Addiction Medicine (ASAM) and the American Board of Addiction Medicine (ABAM), and is a current Consultant to the Office of the President of the United States of America through the Office of National Drug Control Policy (ONDCP).
